Concerns about this proposed North Shore development have been raised by the Manson Community Council, who is considering having a community forum regarding this topic at the Manson Grange. Please note below if you are interested in attending before the Council decides to proceed with the meeting.

The location of this project would be at the old Kuntz property located just passed rocky point on the way to Chelan. It’s the first wide spot in the road.

Application for a conditional use permit CUP 2021-09 for an Agricultural Tourism short term rental development on proposed Lot 1 of BLA2021-14, which at full build out would consist of 10 buildings, with each consisting of two units, for a total of 20 casita units; approx. 2.5 acres of newly planted vines; a swimming pool and pool house; and a tasting room and retail wine sales. A future component of the project are special events which are expected to occur as part of the winery building, with up to 120 attendees. Infrastructure will include driveways, parking, sewer, domestic water, water storage reservoir, irrigation water, storm drainage facilities, underground power, and other communications. Please refer to the application materials for complete project description.
Application for a shoreline substantial development and a shoreline conditional use permit in order to install a 1,535 sq. ft community pier with adjustable wave fence, four (4) mooring buoys, as well as construction of a retaining fence and deceleration lane along the north side of the HWY WA-150 easement, and a residential access road within the shoreline jurisdiction. Native riparian vegetation will be installed adjacent to the creek located within Purtteman Gulch as mitigation.
Application for a variance to vary conditions of the City of Chelan Development Standards (1.) to allow for a minimum of six years use as an Interim Water System before being required to connect to City water system and (2.) to require connection only when City water system is within 200 feet of Northern property boundary; and (3.) to “phase” the development in two phases and increase the completion time to two consecutive six year periods for each proposed phase.
This property is zoned as Special Use District (SUD) pursuant to the City of Chelan Comprehensive Zoning Ordinance, and is designated as Residential Single-Family Shoreline Environment within the City of Chelan Shoreline Master Program.

SEPA Environmental Review: The City of Chelan has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Nonsignificance (DNS). This determination is based on preliminary review of the application materials including the submitted Environmental Checklist, Traffic Impact Assessment, Critical Areas / Geortechnical Analysis, Shoreline Vegetation Mitigation Plan, Cultural Resources Survey.
Vegetation Mitigation Plan, Cultural Resources Survey. The optional DNS process in WAS 197-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. A copy of the threshold determination may be obtained upon request.

Public Hearing Date: To Be Determined — a future public notice will be provided in advance of the Public Hearing. Any person has the right to comment on this application, receive notice of and provide written or oral testimony at any hearings, request a copy of the decision once made, and appeal rights.
