Notice of Application – Mission Ridge Expansion

Chelan County Community Development has received an application for a Master Planned Resort expansion to the existing Mission Ridge Planned Development (file ZC‐ 366 approved through Resolution 87‐ 77, as modified by Resolutions 88‐ 104 and 95‐ 152) to provide 621 condominiums, townhouses and duplexes, 275 single‐ family dwellings, 110,000 square feet of commercial spaces, a 57 room lodge facility, 80 employee housing units and all associated infrastructure developed through five phases over a 20‐ year time frame. The application also includes a request for a Development Agreement; all development standards are expected to be formalized through a Development Agreement pursuant to Chelan County Code Chapter 14.18. The applicant has not requested land division (long or short plat) at this time.

The development includes a new access road, internal roads, ski trails and lifts. Water is proposed through private existing Class A water system. Wastewater is proposed to be managed through community and private septic systems. Power is anticipated to be provided through the Chelan County PUD No. 1. The site contains Geologically Hazardous Areas, Habitat/Riparian Areas, Streams and Wetlands.

“This is the next step in the process to analyze the 20‐year vision for Mission Ridge and conduct outreach to the public” said Dave Kuhl, Director of Chelan County Community Development. “We welcome all written comments until the 30‐day comment period ends on March 30, 2020 at 5pm.”

Environmental Documents:  The applicant has provided a Cultural Resource Study, an Aquatics, Wildlife and Botany Report, a Geologic Hazards Report, a Hydrology Memo, an Economic Significance Report, and a Traffic Impact Analysis. SEPA Review:  An updated SEPA checklist has been submitted to Chelan County on January 21, 2020. This SEPA Checklist will have a 30‐ day comment period. Comments on the proposal will be used to prepare an environmental threshold determination which will then be issued for additional comments.

Other Known Permits Required:  USFS Special Use Permit, Department of Ecology Permit for a Construction Stormwater General Permit, Department of Health for a change to the Group A water permit; Chelan‐ Douglas Health District septic and Large On‐ site Sewage System permits, Public Works access and development permits, permits associated with the reservoir, including a Chelan County Conditional Use Permit, permits associated with riparian or wetland buffer reductions, when applicable, permits associated with future subdivision, and commercial and residential Chelan County building permits.

Public Review and Comment Period:  PUBLIC COMMENT ON THIS PROPOSAL IS ENCOURAGED, and no action will be taken on the project until the Agency comment period ends on March 30, 2020 at 5pm . Comments on the proposal will be used to prepare an environmental threshold determination which will then be issued for additional comments.
